Kazakh government provides 16 bln tenge for repairs of heat and power plantsPrime Minister of Kazakhstan Olzhas Bektenov has signed resolutions on the allocation of funds from the government’s reserve to upgrade and repair cogeneration heat and power plants (TETS) in the country, the government’s press service said in a Tuesday press release.“More than 9 billion tenge has been allocated for the modernization of boilers No. 7, 8, 9, 10, 11 and 12 of TETS-5 in Kentau; 4.9 billion tenge for major repairs of the equipment and infrastructure at the Ridder TETS, and over 2 billion tenge for the modernization of three steam boilers at the southern boiler house in Kyzylorda. So, the total expenditures for the modernization of heat production equipment will amount to about 16 billion tenge,” the press release says.According to the government adopted winterization program, as many as 10 power generation units, 55 boilers and 45 turbines will be repaired in the cities of Astana, Almaty, Shymkent, Atyrau, Ust-Kamenogorsk, Karaganda, Aktau, Taraz, Petropavlovsk, Pavlodar, Zhezkazgan, Aktobe, Ekibastuz, Stepnogorsk, Rudny, Balkhash and Aksu.Following the concluded investment agreements, restoration work is underway on Power Unit No.1 at Ekibastuz GRES-1 (a power plant in the city of Ekibastuz) and the turbine generates are being replaced at Atyrau TETS and Topar GRES-1. Furthermore, Unit No.3 will be built at Ekibastuz GRES, and the power generation capacity of Ust-Kamenogorsk TETS and Karaganda TETS-3 will be expanded.As a result of these projects, more than 1,500 MW will be added to the total installed capacity of Kazakhstan-based power plants.A number of accidents in heat supply systems were reported in Kazakhstan during the 2022-2023 heating season. On November 27, the heating supply in Ekibastuz was disrupted after the shutdown of four boilers at Ekibastuz TETS, a cogeneration plant, and the city residents were left without heating when the outside temperatures dropped 30 degrees below zero. Also, there was a disruption in heat supply to dozens of residential buildings and a school in the town of Rudny, the Kostanay city, due to a rupture in the heat supply line; the outside temperature in the region at that moment was as low as 20 degrees below zero. Another similar accident happened at the cogeneration plant in Ust-Kamenogorsk, the administrative center of the East Kazakhstan region.Official exchange rate on April 30 is 441.44 tenge per $1.
