Kazakhstan completes ratification of EAEU agreement improving goods shipping conditionsKazakh President Kassym-Jomart Tokayev has signed into law a bill ratifying the agreement on the specifics of applying security for fulfilling the obligations to pay customs duties, taxes, special, anti-dumping and countervailing duties during the transportation of goods in accordance with the customs procedure for customs transit, the presidential website said.The document was signed by the leaders of the member states of the Eurasian Economic Union in Moscow on April 19, 2022."The agreement stipulates an opportunity for declarants who meet the conditions (experience with general security during customs transit, no debt on customs payments) to submit general security in a smaller amount," Deputy Prime Minister and Finance Minister Yerulan Zhamaubayev said earlier.Additionally, when using general security the declarant has the opportunity to obtain a certificate of security for the performance of obligations to pay customs and other payments for the total amount exceeding the amount of the granted general security by 20% and 30%."The security agreement is aimed at developing the guarantees as one of the methods of security. In general, the general conditions are determined for recognizing the guarantors as national guarantors and applying simplified conditions for them - the amount of obligations of the guarantor under the contract of guarantee may exceed the amount of the provided guarantee of the due performance of obligations to the customs authorities, depending on the size of the financial guarantee, the term of the contract of guarantee, experience as a national guarantor," Zhamaubayev said.He added that the document would enable Kazakhstan to develop the institution of the guarantee and thereby improve the conditions of national carriers when transporting goods."The development of guarantees will allow financial institutions to make greater use of their capabilities in this industry, as well as raise private investment and create a competitive environment on the EAEU platform," the minister said.
