Kazakhstan endorses terms and conditions of QazaqGaz and UCC Holding’s gas projects The government of Kazakhstan has endorsed the terms and conditions of four gas projects that will be carried out by Kazakhstan’s QazaqGaz and Qatar’s UCC Holding, the press service of the government said in a Friday press release.The projects are for the construction of two gas processing plants in Kashagan and two gas pipelines.The Energy Council of Kazakhstan’s government discussed the implementation of the agreements that had been earlier reached by President of Kazakhstan Kassym-Jomart Tokayev and Emir of Qatar Sheikh Tamim bin Hamad Al Thani.The Kazakh Energy Minister said earlier that the final terms and conditions of the deal would be approved by May.“The meeting participants approved the terms and conditions of the deal. QazaqGaz and UCC Holding reached a consensus on all four projects and will commence their joint implementation in the near future,” the press release says.In mid-February of this year, QazaqGaz JSC and UCC Holding signed four binding agreements regarding terms and conditions of the deal for a total value of $11 billion.The agreements provide for the implementation of the following projects: construction of two gas processing plants with a capacity of 1 billion and 2.5 billion cubic meters at the Kashagan field, the construction of a new compressor station KS-14 and the main gas pipeline KS-14--Kostanay, as well as the construction of the second line of the main gas pipeline Beineu-Bozoy-Shymkent.The project for the construction of the main gas pipeline KS-14--Kostanay in the Aktobe and Kostanay regions is of strategic importance and is aimed at gasification of both areas and large investment projects in the Kostanay region. The project for the construction of the second line of the Beineu-Bozoy-Shymkent gas pipeline is important for the southern and central regions of Kazakhstan. The new gas processing plants in Kashagan will increase the processing capacity and resource base of commercial gas in the country.Construction company UCC Holding is part of Power International Holding.QazaqGaz (formerly KazTransGas) is the national gas operator in Kazakhstan, including gas exploration, production, transportation and distribution. QazaqGaz operates gas pipelines totaling about 76,000 km in length, including 20,000 km of large pipelines with a yearly throughput capacity of 267.8 billion cubic meters of gas and gas distribution networks, which are 56,000 km long.Kashagan is Kazakhstan’s first offshore oil and gas field in the Caspian Sea. It is the largest international investment project in the country. Commercial operation at Kashagan began on November 1, 2016.NCOC, the operator of the Kashagan project, is owned by KMG Kashagan B.V. (16.877%), Shell Kazakhstan Development B.V. (16.807%), Total EP Kazakhstan (16.807%), Agip Caspian Sea B.V. (16.807%), ExxonMobil Kazakhstan Inc. (16.807%), CNPC Kazakhstan B.V. (8.333%), and Inpex North Caspian Sea Ltd. (7.563%). (ICE ALMATY)
